For the construction of a data centre substation, we are looking for a QA/QC Mannager.
Role Purpose
The QA/QC Manager is responsible for establishing, implementing, and maintaining the Project Quality Management System to ensure that all works associated with the data centre substation are delivered in full compliance with contractual requirements, applicable standards, client specifications, and regulatory obligations. The role is critical to ensuring first-time-right delivery, minimising rework, and supporting safe, reliable energisation of the substation.
Key Responsibilities
Quality Management System (QMS)
- Develop, implement, and manage the Project Quality Plan (PQP) aligned with ISO 9001 and project-specific requirements.
- Ensure the project QMS is fully integrated across civil, structural, architectural, electrical, and commissioning activities.
- Maintain controlled procedures for document control, inspections, testing, non-conformance management, and continuous improvement.
Design & Technical Assurance
- Coordinate quality reviews of design deliverables, ensuring compliance with:
- Client technical specifications
- Utility and grid operator standards
- Relevant IEC, EN, BS, and IEEE standards
- Ensure design interfaces between primary plant, secondary systems, protection, control, and SCADA are properly managed and verified.
- Support design risk reviews and constructability assessments from a quality perspective.
Construction Quality Control
- Establish and manage Inspection and Test Plans (ITPs) for all substation works, including:
- Earthworks and foundations
- Structural steel and buildings
- HV equipment installation
- Cable installation, termination, and testing
- Verify that works are executed in accordance with approved method statements, drawings, and specifications.
- Ensure appropriate hold points, witness points, and sign-offs are implemented and respected.
Supplier & Subcontractor Quality
- Assess and approve subcontractor and supplier Quality Plans, ITPs, and procedures.
- Monitor subcontractor performance through audits, inspections, and surveillance activities.
- Ensure factory acceptance tests (FATs) and site acceptance tests (SATs) are planned, witnessed, and documented as required.
- Manage quality requirements for long-lead items such as transformers, switchgear, protection panels, and control systems.
Non-Conformance & Corrective Actions
- Manage the Non-Conformance Report (NCR) process, including:
- Identification and logging of NCRs
- Root cause analysis
- Corrective and preventive actions
- Verification of close-out
- Track trends and recurring issues, implementing proactive improvement measures.
Testing, Commissioning & Handover
- Ensure all testing and commissioning activities are executed in line with approved procedures and ITPs.
- Verify completeness and accuracy of test records, certificates, and compliance documentation.
- Lead the quality aspects of system walkdowns, punch-list management, and readiness for energisation.
- Ensure final handover documentation (as-builts, O&M manuals, test packs) is complete, accurate, and approved.
Audits & Continuous Improvement
- Plan and conduct internal quality audits and support external audits by the client, utilities, or certifying bodies.
- Monitor quality KPIs and report performance to the Project Manager and senior leadership.
- Drive lessons learned and best practices for future data centre and substation projects.
Interface & Stakeholder Management
- Act as the primary quality interface with:
- Client quality representatives
- Utility and grid operators
- Independent certifiers and inspectors
- Support coordination between engineering, construction, commissioning, and HSE teams to ensure aligned project delivery.
