Technical Director

Bel V is a subsidiary of the FANC (Federal Agency for Nuclear Control) and is in charge of the regulatory oversight in nuclear power plants and other nuclear and radiological installations in Belgium (research reactors,...).

We are looking for two Technical Directors for the regulatory oversight of the Belgian nuclear installations: - a Technical Director Nuclear Installations - a Technical Director Safety Assessment.

Both Technical Directors are senior staff positions.

Technical Director

Job description

  • He/She is a member of the Management Team and reports to the General Manager.
  • He/she assists the General Manager in his decisions and contributes to the elaboration and implementation of the strategic objectives of the company.
  • The Technical Director is responsible and accountable for the organisation and the working of his/her process.
  • More specifically, the Technical Director Nuclear Installations would be in charge of the regulatory inspection related process and the process for the technical project management.
  • The Technical Director Safety Assessment would be in charge of the safety assessment related process. A safety assessment is the assessment of the safety file established by a licensee to demonstrate the acceptability of a new nuclear installation or a modification to an existing installation.
  • The Technical Director is Line Manager for the team members attached to his/her process (mid-management level) and is a.o. in charge of the development and evaluation of his/her team members.
  • The Technical Director:

- ensures that the working procedures of the process are in line with the objectives of the process;

- detects and corrects the deviations between the procedures and the reality, either by updating the procedures or the way of working;

- monitors and evaluates the outcome of the process;

- identifies and implements necessary improvements to the process;

- promotes a technical quality policy commensurate with the safety or radiation protection issues;

- promotes the consistency of the regulatory activities;

- promotes the technical transparency of the regulatory requirements;

- promotes high expertise level;

- sets and monitors the objectives and priorities of his/her team member(s); ?

- evaluates the outcome(s) of the team;


  • Education : Civil Engineer in Physics, Nuclear sciences, Mechanics, Electricity, Chemistry, Construction, Computer science, Geology or Master or PhD in : Sciences, Physics, Chemistry, Agronomy, Biology
  • Thorough knowledge of all areas under his/her competence, with a multidisciplinary view
  • Member of management with a confidential role, working with an obligation to show results in order to achieve the Bel V objectives.
  • Meet the requirements for a class 1 expert certification, delivered by the Scientific Council of the FANC according to art. 73 of the Royal Decree of 20/07/2001
  • Meet the requirements for a security clearance, level "secret" or « top secret » delivered by the "Autorité nationale de sûreté / Nationale veiligheidsoverheid"
  • Experience: This function is accessible to candidates with a large experience (minimum 15 years) in the nuclear sector, with at least 3 years of experience on management level.
  • Mother tongue is Dutch or French, with excellent knowledge of the other national language. Additionally, an excellent knowledge of English (reading, writing and speaking) is required.
  • Managerial and leadership skills: leadership and a natural authority in front of an organisation that is mainly composed of highly qualified scientific and technical staff
  • Outstanding technical credibility
  • Proven ability to organize and manage a matrix organisation
  • A process oriented mental structure
  • Excellent ability to manage emotional intelligence
  • Good understanding of the needs of generation Y and the ability to integrate them into the culture and functioning of the organisation
